In a large skillet or saucepan, brown the ground beef until cooked through, about 10 minutes. Add the onion and celery and saute for another 5 minutes. Add the garlic and cook for another minute.
Stir in the rice, soup, water, soy sauce and half of the cashews (1/4 cup) and mix until well combined.
Place this into a lightly greased 9x13 inch baking dish or deep round casserole dish. Top with chow mein noodles and remaining nuts.
